The Opportunity

The Regional Manager – Maricopa Casa Grande Region will lead Global Water’s family of water, wastewater and recycled water utilities in Pinal County, Arizona from the Company’s Maricopa office. The ideal candidate is a forward-thinking, data driven, solutions-oriented leader that leverages new and innovative approaches and best practices to ensure safe, secure, reliable, and resilient utility services. Additionally, the Regional Manager will represent Global Water within the region at community and civic events. Global Water supports the growth and development of our employees. Key Responsibilities

  • Directs and oversees multidisciplinary operations and maintenance teams responsible for the safe operation, maintenance, compliance, and service of Global Water’s regional utilities.
  • Facilitates cross functional coordination with various departments to include safety, engineering and construction, water resources, environmental resources, accounting, regulatory affairs, development services to ensure safe and reliable operation of regional utilities.
  • Develops and implements policies and procedures to achieve goals and objectives in line with Global Water’s vision, mission, and core values.
  • Administers regional budget by preparing annual utility budget, reviewing and approving requisitions, and monitoring regional expenditures.
  • Develop, recommend, and update multi-year capital improvement plan specific to regional utilities.
  • Ensures continual compliance with all statutory and regulatory requirements in coordination with the environmental resources department.
  • Ability to represent the Utility in public speaking events.
  • In coordination with the Vice President and General Manager, develops and executes regional priorities, goals, and objectives.
  • Ability to write clear, organized, technical, and analytical memos, letters, reports, operating procedures, and other documents.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of the principles, practices, and operating requirements of a water, wastewater and recycled water utilities; financial management; and regulatory requirements
  • Knowledge of principles of management, administration, leadership, supervision, and training.
  • Strength in both followership and leadership; team and individual work.
  • Knowledge in mechanical, electrical, and hydraulic systems and concepts.
  • Strong inclination towards advanced technological systems.
  • Experience with SCADA systems.
  • Strong data collection, testing, analytical, and presentation skills.
  • Strong command of MS Office applications (Excel, Outlook, PowerPoint, Visio, Word, Access)
  • Strong verbal/written communication skills (including group presentation and status reporting)

  • Develop, present, and oversee financial budgets on an annual and quarterly basis. Ensure all budgets and financial processes align with company goals. Collaborate with executives, project managers, and cross-departmental leadership to set budget goals and ensure they're followed.
  • Develop, implement, and oversee safety and environmental compliance programs to minimize the organization's impact on the environment and keep our employees safe.

The Candidate

Experience and Professional Qualifications

Reporting to the Vice President & General Manager, the Regional Manager for Maricopa will be tasked with championing operational and cultural growth and transformations within the company’s largest region. More specifically, the Regional Manager will assure operational excellence strategies are implemented successfully to support improved efficiencies across the organization.

The ideal candidate will possess: (1) operations leadership experience in a water or wastewater utility environment of relevant scale and complexity, (2) experience leading operational and cultural transformation, (3) experience leading lean manufacturing and continuous improvement initiatives to reduce costs and improve productivity; and (4) a track record of results through action, motivation, and influence in a complex, matrixed environment.

  • Minimum of fifteen (15) years of progressive operational leadership experience within a water or wastewater utility organization.
  • Prior experience in a growing an organization with hands-on experience driving change management, process standardization, and adoption of enterprise systems to support enhanced scale and professionalization.
  • Possesses and ability to influence operating executives and function as a true business partner. A “business-minded” technical executive.
  • Track record for the professional development of direct reports through active coaching and frequent communication at all levels of the operational organization.
  • Proven ability to be “hands-on” and operate with a high-level of urgency and attention to detail.
  • Technical knowledge of water or wastewater utility operations, warehousing, and distribution.
  • In-depth understanding of production support functions including budgeting, planning, safety, quality and human resources.
  • Strong computer skills, including experience with Microsoft Word, Excel, PowerPoint and ERP systems such as SAP.

Education and Credentials

Education or Experience: Bachelor’s degree in civil, mechanical, or electrical engineering or equivalent education and experience in planning, budgeting, operating, and maintaining water and wastewater infrastructure in a highly automated environment. State of Arizona Grade 4 water treatment, water distribution, wastewater treatment and collections certifications preferred.

Communication : Excellent written and verbal communication skills, including drafting technical reports and memos and public speaking and presentations.

Social Skills: Must act in a respectful, knowledgeable, and professional manner. Work requires regular interaction involving exchange and receipt of complex information; adjusting actions in relation to others’ actions; trying to reconcile differences; actively looking for ways to help people and Global Water be successful. Will interact with employees at all levels and represent Global Water externally.

Physical Demands: Must be able to perform the following on a regular basis: Sitting for extended periods; prolonged periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus. The employee must occasionally lift and/or move up to thirty pounds. Work is performed in an office and outdoors where the employee may be exposed to noise from construction site heavy equipment and inclement weather.
