Job Description

This is a combination posting. Based on certifications held, the selected candidate may be offered either a Building Inspector I, Building Inspector II, or Senior Building Inspector position with salary commensurate with certifications held. Performs intermediate skilled work inspecting residential and commercial buildings for compliance with Town ordinances and state building codes. Work is performed under the general supervision of the Inspections
Operations Manager.

Building Inspector I: $62,115 - $99,383
Building Inspector II: $68,482 - $109,571
Sr. Building Inspector: $75,502 - $120,802

• Performs field inspections and re-inspections of residential and public facilities for compliance with
  Residential Building, Commercial Building, Existing Building, Accessibility, Electrical, Plumbing,
  Mechanical, Fuel Gas, Energy Codes (herein referred to as State Building Codes) and Town ordinances
  for both new and existing buildings utilizing IG Inspect application for the iPad.
• Reviews plans for compliance with state building codes and Town ordinances using electronic plan
  review.
• Interprets and reviews building permit applications and subsequent installation for code compliance.
• Knowledge and ability to enforce State Building Codes.
• Approves buildings for certificates of occupancy and systems for certificates of compliance.
• Maintain detailed and accurate inspection reports within the records management system.
• Works with other departmental staff to resolve and analyze complaints, violations, and other
  enforcement issues.
• May assist with training new inspector hires.
• Receives and investigates complaints in regard to defective construction and conducts applicable code
  compliance follow-up.
• Issues warnings and stop-work orders where construction is not being made in compliance with
  regulations as to methods and/or materials.
• Answers questions and provides technical assistance from residents, contractors, design professionals
  and developers.
• Schedules and participates in meetings with residents, developers, and design professionals to provide
  information and guidance for code compliance and violation notices.
• Complete state required annual continuing education training for certification requirements as needed.
• Complete supplemental training as needed.
• Knowledge and application of Blue Beam and EP&L (formerly) EnerGov software, or ability to learn.
• Respond to natural disaster and participate in damage assessment.
• Serve as a member and participates in code affiliated organizations including, but not limited to,
  GWBIA, NCBIA, NCPIA, NCMIA, IAEI, ICC.
• Performs related tasks as required.
• Participate in strategic plan goal teams as needed.
• Participates in routine interdepartmental development services meetings.

KNOWLEDGE, SKILLS AND ABILITIES

General knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be easily observed and corrected; general knowledge of State building and related codes, laws and ordinances; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process; firmness and tact in enforcing ordinances and codes; ability to conduct field inspections; ability to operate personal computer including some knowledge of applicable software packages; ability to establish and maintain effective working relationships with building owners, contractors, associates and the general public.

EDUCATION AND EXPERIENCE

Any combination of education and experience equivalent to graduation from high school with considerable experience in the building construction trades.

PHYSICAL REQUIREMENTS

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, crawling, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. SPECIAL REQUIREMENTS

• Possession of a valid North Carolina driver's license.
• Requires drug test, background check, and motor vehicle record check prior to employment.
• Motor vehicle record check required throughout employment; must be able to meet Town driving requirements at all times.
• Possession of or ability to acquire Level I Standard or Probationary Certification in building, electrical, plumbing, and mechanical as required by the North Carolina Code Officials Qualifications Board within four years of employment.
